Bid 3: 2009 streetlight renovation project - LED streetlight procurement and related services in the "City in the Village" streetlight construction (Huangpu District), Laoliu District, Guangzhou;
Bid 4: 2009 street lamp renovation project - LED street lamp procurement and related services in the "City in the Village" streetlight construction (Tianhe District), Laoliu District, Guangzhou;
Bid 5: 2009 Street Light Reconstruction Project - Guangzhou Street Lights Construction (Haizhu District and Liwan District) LED lighting procurement and related services.
2. Contents of the bidding: The project determines the 2009 streetlight renovation project--the LED street lamp supplier and supply unit price of the “City in the Village” street lamp in the Laoliu District of Guangzhou. The supplier who wins the bid guarantees the supply of LED street lamps and provides related services according to the needs of the tenderer during the supply and service period. The specific content is subject to the bidding documents.
3. Estimated package price: The total number of five tenders is about 66 million.
4. Delivery time requirements:
The delivery time requirement must fully meet the installation schedule requirements of the construction unit, complete the supply within 15 days from the date of the buyer's delivery notice, and supply the goods in stages according to the buyer's overall plan. In case of special circumstances, the winning bidder shall unconditionally obey the tenderer's request to extend or shorten the delivery period.

9. Eligibility requirements for bidders:
1. The bidder’s intention to participate in the bidding is clear, and the bidder’s representative is authorized to be valid;
2. The bidder shall be a legal person or other organization, and shall hold a business license issued by the administrative department for industry and commerce and a valid organization code certificate, and operate according to national laws;
3. The bidder must be a manufacturer of LED street lamps with a registered capital of RMB 50 million (or more);
4. The bidder must have the authorization certificate of the imported brand LED chip manufacturer or its regional distributor in China for the production of LED street lamps, and have the corresponding LED street lamp production plant and equipment (if necessary, the model and quantity of the equipment must be approved by the tenderer) After the site inspection of the bidder's factory, it is the basis for final approval. If the bidder is found to have falsely reported the model and quantity of the equipment, the bidding qualification will be automatically lost);
5. The bidder has completed the performance of similar quality goods and related services in China within three years before the deadline for bid submission (similar performance refers to the single purchase contract of LED street lamps is 5 million yuan or more). It is necessary to provide the winning bid or purchase contract, the name, address, contact person and contact number of the purchaser or owner;
6. The bidder has signed the stamped applicant's statement in accordance with the contents of Annex III;
7. This project does not allow consortium bids.
8. The bidder or the bidding goods have a valid IS09000 series quality management system certification (if it is a foreign language, it should be translated into Chinese);
9. The bidder's bidding product must meet the requirements of the input power of the whole lamp of the bidding documents (the input power of the three series of LED street lamps is 60-80W, 90-120W and 180-200W respectively), and each series must have the national electric light source. The effective inspection report issued by the Quality Supervision and Inspection Center (the inspection project must include the light effect of the
Led Street Light fixture, and the name of the unit in the column of the entrusting unit, the inspected unit, the nominal production unit, etc. in the inspection report must be the same as the name of the bidding unit. The bidder must also provide a certificate of commitment to the bidder's technical requirements.
X. The method for determining the official bidder: (see Appendix IV for the preferred list)
Method 3 (applicable to the preferred method)
1. If the number of bid applicants who meet the eligibility criteria for qualification examination is more than 5 and less than or equal to 10, all bidders who meet the eligibility criteria for qualification examination shall be the official bidders.
2. When there are more than 10 bidders who meet the eligibility criteria for qualification examination, the top 10 will be selected as the official bidder.
3. If the number of bidders who meet the eligibility criteria for qualification examination is less than 5, the bidding will fail. The tenderer analyzes the reasons for the failure of the bidding, amends the bidding plan, and re-organizes the bidding after being reported to the relevant management department for approval.
Note: The bidders who are qualified for the second bidding qualification examination or the bidders who submit the bidding documents or the bids in the bid evaluation process should be more than or equal to five, and less than five, and the bidding failure is determined.
11. If the tenderer fails to apply for a change in bidding or non-tendering due to two or more bidding failures, the final public bidding shall cancel the qualification requirements of the bidders at the fifth point of Article 9.

XVII. Bidding instructions and principle of winning the bid:
1. Bid description: The project registration is not divided into bidding sections. The bidding applicant must register 5 bidding sections at the same time, but only need to submit one registration information; the bidder must bid for all the tendered goods and services of the project, and not allow Only bid for one or several of the goods and services. One winning bidder shall be set for each bidding section, and the same winning bidder shall not have two (or more) bidding sections.
2. The principle of winning the bid:
(1) The effective standard sections of the bidding section 1 to the marking section 5 are carried out at the same time, and the effective marking section refers to the marking section that meets the minimum number of qualified bidders of the bidder at the time of bid opening;
(2) The bidder can only become the winning bidder of the bidding section 1 to the 5th section of the bidding section. If the bid applicant becomes the first successful bidder at the same time in two or more bidding sections, the bid evaluation committee will confirm that it is the first winning bidder of the valid bidding section with higher bid value, and the bid winning candidate of the other bidding section. The bidder shall handle the bid according to law, and the bid inviting party shall have the right to suspend the bidding applicant for not less than six months (from the date of giving up the bidding) to participate in the bidding qualification of the bidding project organized by the bidder.
